Abstract
Collaborative Governance in Development Planning or collaborative governance in the planning of development has a close relationship with the participation of the community and the government itself. To achieve the success of community development regions then all program planning, implementation and evaluation of development should involve the community, because they know the problems and needs in order to build its territory because they eventually will utilize and assess the success or failure of development in the region mereka.Metode in Research the use of qualitative methods by combining the primary and secondary data. In Kepri Border Development is still very low participation of society that is still going on differences in the perception of the border development and regional development. The government also did not show that collaborative governance on the policy agenda, so that the level of participation is very low
